Under his control, the favela experienced an era of relative calm and peace, while continuously strengthening ADA's drug trafficking schemes and the consolidation of power over political networks and social projects. This included financial and social support for "friendly" political candidates, provision of lacking basic services and the distribution of food baskets to families living in the slums. Large portions of money were also destined to holding massive parties, "bailes funk" and celebrations, which, according to the police, have been used as important ways to generate not only local entertainment, but also income to these groups, mostly through the illegal commerce of drugs, tobacco and liquor, as well as prostitution, extortion and robberies.
